Emergency Module overview · Phase 1Emergency work covers unplanned response to incidents that make a federal road unsafe or impassable — landslides, washouts, flooding, sinkholes, fallen trees, structural failure and crash damage. Unlike Berkala (programmed, budget-led) and Routine (cyclic, SLA-led), emergency work is event-driven: the clock starts at the report, not at the programme.
The module runs the full incident lifecycle — intake from the public and the district, triage into a response class, road-status control (closure, contraflow or diversion), dispatch to the zone contractor, and closure with photographic evidence for the claim. Work is made safe first and valued after, so every order carries a post-hoc certification trail rather than a pre-priced scope.
Response targets follow the incident's safety consequence, not its cost. E1 is measured in hours because the road is closed or life-safety is exposed.
Response Classes
Triage Target is time-to-make-safe, not to completeRoad impassable or life-safety exposed. Immediate make-safe, verbal approval, ratified after.
Serious hazard to traffic but the route stays open under control. Same-day attendance.
Damage that will worsen or become unsafe if left. Attended within the working week.
Stabilised incident held under watch, or handed to the Berkala / Routine stream.
